Is it actually true?
The Legal Reality of Hiring in Washington State
Homeowners in Redmond, Sammamish, and Woodinville are often targeted by low-cost "independent" painters. While the savings appear attractive, the legal risks are often hidden until an accident occurs.
1. The Workers' Compensation Liability
If an employee of an unlicensed contractor is injured on your property and that contractor does not have an active L&I account, you are the primary insurer. This means the worker can pursue you directly for medical expenses, long-term disability, and legal fees. Standard homeowners' insurance policies frequently exclude coverage for "business activities" involving unlicensed labor.

2. The "True Independent Contractor" Test
Washington L&I uses a strict 7-point test to determine if a worker is truly "independent." If the contractor you hire fails even one of these points (such as not having their own active $30,000 bond), they are legally your employee. You are then responsible for their safety and all associated liabilities from the moment they step onto your property.

Protecting Your Assets
The only way to mitigate this risk is to verify every contractor before they start work. Do not rely on a printed certificate of insurance, which can be cancelled the day after it is issued.
